the n7 guidebook sez you can text using "google now" voice for texting, but when you try it you get a messege that sez this device cannot preform this task. Why not?

Because there is no texting application on the N7, are you sure what you read was referring specifically to the Nexus 7 or was it referring to Jelly Bean or even Google Now as a whole??

it said and I quote "this device cannot preform the action you requested". I wonder if it could be because my n7 is wifi only?

Does the guidebook say you can text or does it say you can input text via voice? I suspect the latter.

Under the heading Voice Actions, the first sentence mentions "Send messages".

Is this what you mean?
I'm not sure directly what this means as such but you cannot text message with the Nexus 7 because it doesn't have a messaging application inbuilt, this is because the Nexus 7 is Wi-Fi. As above you can install Tablet Talk so long as you have an Android phone, connect the two over Wi-Fi or Bluetooth and sent that way. You can still voice type by pressing the microphone at the bottom left of the stock keyboard.

jayj, my nexus 7 running on 4.1.1 has a messenging app. in it named "messenger" which is part of the jellybean os. it is built in but you have to type your messenge. no voice

Charlie, I use the SwiftKey 3 tablet keyboard application, and it allows me to voice dictate this message, for instance.
It has a microphone icon that brings up the voice assistant in any typing duty, including Tapatalk and messenger..

Charlie the messenger application you are referring to is Google+ messenger, to voice type press the microphone button in the lower left portion of the keyboard.

Use Google Voice to send and receive texts via wifi. Voice commands work in Voice also.
