Need credit card registered with in GPlay before you can download anything. GPlay is asking for your credit card of record. It will not be charged for this free book.

I'm pretty certain that If you have not ever bought an app from Google you will need to register with a credit card.

But...

When I went into Google play I found that the new edition had already been loaded!!

It may make a difference that I have it pinned (downloaded).

I doubt if it's a Google decision. Probably something with International copyrights, or tax laws, or treaties, etc.
