Download it and then use one of the office apps or Adobe Reader (Free) or another PDF viewer from Google Play.

I use the app "Pocket."  Once you have installed it, you can share (to Pocket) any document or web page that interests you, and Pocket saves it on your device for offline reading.

I personally often find PDF documents the most frustrating of all formats to read on a tablet and immediately convert any destined for my N7 to a standard ereader format like .mobi or ePub.

Pocket is nice but it uses a browser as a reader -- feh !

Let me know if you need info on eReaders for the N7 here and I will post some reviews....

EzPDF Reader is the most powerful PDF app that I have found available Here (https://play.google.com/store/apps/details?id=udk.android.reader) from Google Play. There are lots of features like annotation, form filler, and copy/paste functions, as well as Google Drive and Dropbox integration, just to mention a few. It may be worth a look.

I would suggest uploading the pdf to Google drive from your PC, then you could pin it to your device.   Kingsoft office offers a free PDF reader too.

Thanks to all for your replies. Here's what I wound up doing. After downloading the pdf to my Mac, I saved it to Dropbox. On the Nexus, I found the file in Dropbox. When I clicked on it, one of the options was 'export', and when I clicked on that, the option to export to Evernote appeared.

I can now view the entire pdf in Evernote, even if wifi is turned off.

I'm a happy camper.
