Is there a way of setting default homepage on Chrome browser?  Any suggestion?

A very often requested feature, but your best option is to set a bookmark to your desired home page and access it in that manner.

That could be the an alternative for now, which mean there is no way we can tweak the browser itself. As I observed too,  it usually loads the last opened page..my problem is that I always download apps via third party sources and then just close the browser when it's completed.  So when I tried to use it again,  it opened that download page and the downloading was duplicated.

As a word of caution, the downloading of applications from the web is dangerous to your tablets health. You increase the risk of malicious applications that can steal your private data and root your device amongst other things...

Always close your tabs before closing Chrome. When you open Chrome next, you just open a new tab and start again
