Try the reset mode (start and down volume buttons), see the Android on its back with open panel, down volume to recovery mode, ! sign with message about No Command. Try the reset mode again, select Restart bootloader, goes back to Start on the screen. Select that and back into loop.
Answers? Suggestions?

I am presuming a lot, but guessing that you are rooted, you apparently do not have recovery installed. Use Mark Skippen's or WugFresh's toolkit to install CWM or TWRP. If you are not rooted, Mark's toolkit has the option to repair a bootloop issue.

Flash a new recovery. You should be able to boot normally by holding the power down correct? Either use one of the toolkits like Prime suggested, use fastboot commands, or use an app like ROM toolbox which I use.
