First you need to download and run flash player.apk ( http://forum.xda-developers.com/attachment.php?attachmentid=1205546&d=1342580973 (http://forum.xda-developers.com/attachment.php?attachmentid=1205546&d=1342580973)) and then the Mozilla Firefox or Dolphin browser application from the play store. Works on most websites I've tried. Enjoy :)
Note: Make sure you have check the allow install of unknown sources in settings.
Also Google Chrome does not support flash.

I have to ask, but is it safe to do this without damaging the N7 in anyway?
-
It should be fine. All google means when they say "jelly bean does not support flash" is that they did not OPTIMIZE it for flash because flash is quickly dying out per HTML 5.
There is nothing jelly bean does to prevent flash from working.

When I click to your flash player apk, I get a new Google tab that stays blank. I saw a 'starting download, msg, but nothing seems to be happening. Has something been downloaded? How do I 'run' it?

See the Easy Install Guide in our forum for installing Flash on your Nexus 7. Just click Here (http://nexus7forum.com/index.php?topic=458.0) for the topic.
