Title: Can i use my nexus 7 3g as a phone with a sim and an appp

I have just bought my first nexus 7 .It is the  3g version i would like to replace my mobile phone and just use the nexus for both applications.
Is this possible and what app is required if it is an app.
Or if there is another method can some one help and explain it
