I installed the 4.3 update today, and everything seemed to go as it should. However, when it restarted, it shows the colorful X for awhile, then flashes the lock screen, and immediately goes back to the X. It then repeats the whole process. I can't get it to shut off or respond in any way. Help.

Which nexus model did you upgrade?
Were you already rooted?
What exactly did you do to upgrade?
-
I have the 2012 Nexus 7. I received a notification that the upgrade was ready to install.

Hold the power button and the volume up/down button at the same time to get to recovery (Android with red triangle). From there, press the power button and volume up button again to get to the blue menu. Choose the option to erase/reset data. That should get you past the hangup.
-
When I hold down the power and volume keys, I get an android on his stomach with a back panel open and a start arrow. When I push start, it goes through the same problem.

When you get to the boot loader (Android with panel open), use the volume up or volume down buttons to get to recovery. The green start word will change to red reboot or red recovery. Once you see red recovery, push the power button, and you should see the Android with red triangle.

Nothing worked. I had to do an FDR :'(

How did you get into Settings to do a FDR?
So, does >Settings>About Tablet show you're running Android 4.2.2, or Android 4.3?
-
I'm having the same issue. I've reset data, wiped cache, and I'm still stuck on the boot image.
I was prompted to upgrade in Notifications.
2012 model.
Rooted.

Mine hung during boot, too, after I tried the update. I got mine to complete booting after entering recovery and erasing/resetting userdata. I removed 4.3 a day later, but reinstalled it following this procedure, (http://wccftech.com/how-to-update-nexus-7-to-android-4-3-jwr66v-jb-factory-image/) and rooted it following this one. (http://wccftech.com/how-to-root-nexus-7-android-4-3-jwr66v-jb-and-install-cwm/)

I've reset user data twice but no luck...... so far. I'm shutting it off and charging the battery for now.

And how is it running now?
There have been reports of problems after the update: apps not working because developers have not yet updated, nexus 7 running slower than before, etc. Have you noticed any of these?
Any improvements? Was it worth updating?
Thanks.

If anyone has an idea what to try next, I'd really appreciate it. I don't know if this is relevant, but I do have a custom boot image applied by ROM Toolbox, and that's where the tablet is stuck.
Thanks.

I suggest looking at the Toolkits developed by Mark Skippen Here (http://forum.xda-developers.com/showthread.php?t=1809195) or Wugfresh Here (http://forum.xda-developers.com/showthread.php?t=1766475). You will find the tools to correct bootloop issues and even restore your tablet to Stock 4.2.2.

tejas, that's being discussed on xda-developers right now. People experiencing the boot lock seem to have non-OEM kernels and/or not the latest OEM boot.img. So, get the latest boot.img, put it in your fastboot directory, and fastboot flash boot boot.img
engineer, lots of quirks, for sure. Skipsoft's Google Nexus 7 toolkit can't handle insecure boots consistently. Clockworkmod backups are difficult to back up to my PC. Voodoo OTA Rootkeeper doesn't work with 4.3. Adaway disappeared, due to Google policy. I had to sideload it from f-droid, since Google restore removed it.
User-level apps seem to run fine, and I haven't noticed any loss of speed.

Thanks guys.
***UPDATE*** I'm back in business. I've been so distracted with work issues, I completely forgot about WugFresh's NRT. Thanks for joggling the old brain S.Prime.

I decided to hold off updating my nexus 7 until the kinks are worked out.
The ota update has downloaded on my device. What is the name of the downloaded update file so I can find it and save it for later?
Thank you.

I also updated to 4.3 and lost root but I'm not familiar with adb or any of that and the tool by wugfresh doesn't have an option to root for 4.3

Wugfresh latest version 1.6.6 should have the option for root with 4.3

Ok that's weird I thought it might be something with the tablet so I disabled all dev options rebooted then refund enabled them and then I got the message on it to allow this computers rsa fingerprint so I did that and then it all worked fine
