Title: 16GB device, but 11.94GB of "total space"?

Settings : Storage shows "total space" as 11.94GB. Does Android really set aside 4 GBs for itself? No ROM that I remember burning to any device has been that big. Is this normal?

Yes, my 32 GB N7 has about 28GB free.

Much as with a hard drive, the formatted memory is less. There are a number of pre-installed apps like gapps, maps, now, currents that take up space and are not part of the os rom. The ram sizes are also smaller. 1GB =974 MB etc.

You say no ROM that you know of, you should check out the Samsung Galaxy S4. The 16GB version only has about 5GB of user storage because the ROM uses about 11GB of the phones NAND...
