Can we download the manual from some where to learn basic operations? Do they expect first time users to magically know how to use Android OS?

I posted it right on the front page of the forum. Enjoy. ;)

I had to laugh when I got mine out of the box and read in the warranty information that I shouldn't use the device without following the "quick start instructions" . There were no Quick Start instructions included in the box. There was no manual of any kind, actually

A new Nexus with new features and the same old crummy documentation!
For example -- a big deal for the new Nexus was the addition of a rear camera. Not a word about this in the "2013 User Guide". Don't waste your time -- search the web for what you need and fingers crossed that you'll find it.

Well if you have questions about the new Nexus 7...I can think of a place where you might be able to get some help ;D

I guess you mean "N7 Forum".
I agree -- this site is excellent!
I also found Google's "Nexus 7 Help". Lots of stuff there not in their "2013 Guide". Why? Just proved my earlier point.
