Hoping someone can help.

My Nexus 7 will only charge if I power the device down, it won't charge when the tablet is on.  I had this problem awhile ago with android version 4.2.2, and the issue was fixed when the 4.2.3 update was installed.  Now I'm running 4.3, it worked fine for awhile, but now I'm having the charging issue again.

While on 4.2.3, I rooted the tablet but was running the stock ROM.  Now with the 4.3 update, it is no longer rooted (though it does show the unlock symbol when booting up).  I ran root checker which comfirms it is no longer rooted, and I'm fine with that.

Another odd problem, I downloaded Nexus Media Importer from the play store, it too worked fine for awhile.  But when the charging problem reared it's head, that too stopped seeing a flash drive with my OTG cable.  I was able to work around that by disabling auto screen rotation, setting screen lock to none, then powering down with the OTG cable/flash drive plugged in, and powering back up, again with the OTG cable/flash drive plugged in.  I was then able to read the flash drive.

I thought I'd try to re-root the tablet, by my computer won't see it, nor will the tablet give any indication that it's connected to my PC.

Any ideas?

I would suspect a bad cord or USB jack. Doesn't need to be otg to charge or connect to PC, just to access devices as host.

My cable/charger will work fine with my wife's Nexus 7, likewise, her Nexus 7 works fine with my cable/charger...both oem chargers that came with the unit.

I have read that the 4.3 update has broken the USB host on some Nexus 7 and Nexus 10 devices, wondering if that's my problem.

Seems coincidental that this happened in 4.2.2, was fixed in the upgrade to 4.2.3, and now has resurfaced in 4.3.

If you reboot to recovery and connect does it show up?

I've tried that, I get a screen with our little green android buddy on his back with his chest open, a red triangle with an exclamation point in it, and it says "no command".

I've noticed that USB debugging wasn't enabled.  Unfortunately when I try to enable it, the tablet crashes and reboots.

I guess I'd try a factory reset first from settings/back up and restore. Then I believe that when you boot to fastboot it allows debug. Type adb and then devices at the adb prompt to see if it is recognized. If that works you should be able to flash the factory image. I'm no expert, still fixing my laptop so I can trust it with image files. But from what I've read, the factory image when uncompressed contains a flash all batch file. Do a recon at xda.

Try Mark Skippen's toolkit it may be able to correct your adb issues and restore a stock rom.

Well, as inexplicably as it stopped charging unless turned off, my Nexus 7 is now charging normally.  Don't know why, I didn't install or remove any apps, or make any changes to setting.  It seemed to have fixed itself shortly after my last post on this thread, thought I'd wait to see if it was temporary before I re-posted.  Hopefully the problem won't resurface, for now I won't look a gift horse in the mouth.
