Title: NEXUS 7 2013 UPDATING QUESTION AND CONCERN

I have a new Nexus 7 2013 with 4.3 with Build Number: JWR66N.
I was told by Google Play Tech Support that the latest build number for 4.3 r2.2 is JSS15Q
When I check About Tablet, then System Updates it shows: Your System Is Up To Date
Other days, it shows that an update of 4.3 is available to my already 4.3 but only shows waiting for update but never does.
Why isn't my Nexus 7 downloading and installing the latest build of JSS15Q?
Please Help!

JWR66N is a Nexus 7 2012. JSS15Q is for the Nexus 7 2013. Look at the back of your Nexus Tablet, if you have a camera it is a Nexus 7 2013, but it not you have a Nexus 7 2012. This could possibly help with the confusion.

Edit: Today my Nexus 7 2013 updated to JSS15R.

Glad to finally say that after receiving my 3rd Nexus 7 2013, the updating issue is now resolved.
I have the latest 4.3 build of JSS15R
The only issue now is that the touchscreen. One tap, sometimes two taps and other times, even more taps to open an icon.
