Title: Rarely Used Apps

I have lots of apps on my N7.
Wondering how best to treat seldom used apps so as to minimize possible battery drain. cpu performance, N7 start-up time.
Should they be (force) stopped, uninstalled until needed, removed from start-up, etc -- or should I just leave them alone?
What is the best policy on this?

I believe Android controls ram usage in an as needed basis. I  have discovered that my obsessive compulsive nature of treating Android like Windows is bad for my health. . Like JayJ suggested.. Don't worry about it.

Aside from memory usage (which you say is not a problem), how do I ensure that some of these "seldom used apps" are not running in the background and degrading cpu performance?

Not obsessed by this, just curious.

Some apps do run in the background, that's how Android works but nothing is going to seriously effect your CPU performance. Most are processes and services which use minimal CPU, anything that is using more CPU isn't very optimised and I'd suggest removing it. No system application should be a problem but as with any device it's user installed applications that often cause problems.
Install an application like System Monitor, this will show you what applications are running in the background and if anything is overly aggressive, remove it.
