I plan to buy a Nexus 7 in the US for someone who lives in France
Do I have the choice of language when setting it up. The guy does not speak English

The easiest thing to do would be to do a factory reset. Then when it starts up after the reset you'll be allowed to choose the default language for the device.

I found my answer by going into Settings and change the language settings to French
The applications still remains in English

That's why a factory reset would be the easiest way to change a language. Otherwise you'd have to remove and reinstall all the apps after changing the default system language.
