This link "New Nexus 7 2013 Guidebook With Android 4.3 In PDF Format" produced the following:

404. That’s an error.

The requested URL /external_content/untrusted_dlcp/www.google.com/en/us/help/hc/images/android/android_ug_42/Nexus-7-Guidebook-2013.pdf was not found on this server.
