Title: Connecting Nexus 7 to Windows PC for file transfer?

It used to be so  easy.   I can't remember how I did it but it was easy to enable file transfer over USB on the Nexus 7.

All the instructions  I find online point to the menu within the Storage menu.   Well I don't have storage.   I have Storage and USB but I see nothing about USB  even in the menu.   

I have developer options turned on but USB debugging is disabled.

PC OS: Windows 10.
Android OS: 6.01

My moto G6 connects super  easy.

How do I get this darn Nexus 7 connected now?
