There are settings for VPN(virtual private network) on the Nexus 7. One would need a VPN service- take a look at Witopia.

Google has just released an Updated translate app that is pretty neat-one can carry on a conversation- speak in one language - the app outputs in another language and then it can input in the other language and then outputs in the original language. Needs wifi  though. The only non-working part involves the translation of words on a photo. It seems that even though the app is compatible  with the Nexus 7 (according to Google Play) the photo translate is not.
