I believe if you root your device you will be able to use an OTB cable to attach a usb wifi stick.

What would be the difference between that and the built in Wi-Fi radio? Wi-Fi is still not available where he needs it...

According to various other forums, you can purchase an OTG cable, then a USB to Ethernet adapter, and you should be in business.  I know it works for the Galaxy Nexus, and from what I read, the N7 has the same, if not more capability, as far as the USB is concerned.

No problem.  Please post your findings, as I'm sure many will benefit from that slice of info.

AFAIK, you will be limited to one - way communication (receiving only)  unless you root your N7 and use a USB-OTG cable.

What I meant by a wifi stick is a device that is used to access your data plan with your Internet provider. Like a modem hotspot. Pardon my lingo mistake. I am in an everyday learning process myself. Do you have to use wires?
When you say no wifi. Is it blocked?
Do you not have a cell phone that you can tether while at work?
Just trying to help come up with a solution.
