Low battery - goes into ON/OfF cycle

Not sure what is going on here - this morning received a 14% battery notification - plugged into mains charger, nothing happened for a while, it is now going through a cycle of turning itself on, turning itself off and emitting a strange little scratchy noise as it does so.

Any suggestions?

Right, sorted!  Stayed at 14% for a number of hours, rang Tech Support of the supplying company, went through a number of options, given a "return" number - delivered back to store.  Original cost refunded to card, 32GB bought for £10 more.  Result!

I saw a write up on drippler about that happening. There was a trick plugging it it and unplugging between cycles that worked.

Actually there is a simple fix. Power off the Nexus 7, then use the 3 finger start up, press volume up, volume down, and power until you access the bootloader, use the volume buttons to scroll to power off and wait until you see the battery icon in the center of the screen which denotes that the device is changing, let the tablet charge for a while, power up the Nexus and you are fixed.
