Nexus 7 2012 no phone use as a WiFi controller?

I have a Nexus 7 2012 model with no phone built in and not rooted.   I have a need to use this device as a WiFi controller for four other non phone tablets in a common location.  Tried my cell but Verizon wants an arm and much more for a hotspot setup.   Is there a way to use my n7 to be Master so the five tablets can communicate without using the Internet?   The location has no WiFi.  Prefer to not have to root.  Have latest KitKat 4.4.2.

Go to Settings, More, Tethering and Hotspot. I have not used it, but I do know that it is there.
