Yes that is possible, if you want to disable it go to...

Menu> Settings> Backup & reset...

Untick the options there...

I have never experienced Google retaining any WiFi keys. You can verify that Google has not retained your key, by going to Settings > WiFi > Tap on your connected network > Tap "Forget"
Then try to connect to your network again and if you are prompted for a key, Google or your device has not retained it.

It usually works in a different way, for example I wipe my device either from flashing the factory image or a custom ROM and when I first connect I have to enter the key phrase for the router I am connecting to but after this initial connection any other Wi-Fi routers I have used are automatically added to my device.
Any serial flashaholic will know this and the same usually happens with applications too, so long as the settings I mentioned above are ticked.

I am surprised that the Wep /WPA key was remembered from one machine to the next. Learn more about the device everyday! Anyway, Congrats on your new one and good luck with the hardware!

Yeah despite knowing Google did this I wasn't aware of it working from one device to another, okay so I haven't had a replacement Nexus 7 but when I got my N7 it didn't know my router access key phrases from my S2 nor did my S2 from my previous Android device...
