Remotely configuring a Nexus 7

Is it possible to set up a second user on my Nexus 7, buy and configure the apps I want to run then buy a second Nexus 7 and login in as the second user and see all the apps etc?

I'm in Canada and the one to be set up is in the UK.

Think of it like this, apps you purchase or install as free apps are associated with the Gmail account you use at Play Store. As long as you setup that Gmail account on your second device the apps will be available. Note you can setup multiple Gmail accounts on your devices for Play Store and then turn off mail and calendar synchronization for the account that you do not want displayed on a particular device.

So I can purchase the apps in the second account on the first machine but I'd need to download them on the second machine?

You'll also need to consider the regional variations of app purchases, something you buy in Canada might not be available here in the UK and vice versa.

I don't think there is a way unless you use a static IP, apps like HBO and Pandora don't work here in the UK and that's the only way around that restriction I can think of...
