You stated that it was rooted, did you use adb/fastboot to root or a toolkit which automates the commands?

Search this forum for toolkits. Wugfresh has a soft brick solution, while skippens shows a recovery flash stock or custom.

If you used adb, you can download the factory image to the platform_tools directory, unzip it twice and run the flash_all.bat

These methods require a computer with the right drivers.

Is it still under warranty?

Cool, you may want to update it. Let's get someone familiar with that tool kit to walk you through it. I'm guessing reflash the stock recovery, and if there's still a problem flash the stock firmware? There may be a web site with a FAQ just for that program.

matt, you are on the correct track, the "no command" indicates that charlie does not have a recovery on his Nexus. I am a little unclear as to his upgrade process, but I suggest we follow these steps:

1) Establish if the Nexus 7 will boot to Android, is so go to 2), if not he needs to post here and he will probably need to look at a factory install option.

2) Download the latest version of Wugfresh or Skippen's toolkits.

3) Flash a custom recovery or the stock recovery.

4) Run the OTA by sideload or wait for the OTA to prompt again, and run it.

5) Use the toolkit to root the device again.

cannot boot past little green men. 4.4 update was ota from google. I have the latest update for the tool kit 179.0 I can't get in to start bootloader.

Matt I tried softbrick, but I can't get into bootloader mode. I tried several times it just wouldn't work.

Power + volume down. Its that other menu you had before. May say fastboot at the bottom. Check that the drivers are working, should be in that kit somewhere.

Try the Skippen toolkit, I have found occasions when one toolkit succeeds when another has failed.

From fallen android: hold power and momentary press volume up. Should see the recovery menu. Scroll to reboot with the volume button. Tap power and immediately hold power and volume down. Should get you to boot loader/fastboot mode. Plug into computer. Open toolkit and find the command line option. Drop to command line and type   

Fastboot devices

If it is recognized try the soft brick option. Or another toolkit.

The fallen Android with the red triangle indicates that you are in the bootloader without a recovery. As I am more familiar with the Skippen toolkit, go to skipsoft.net and download the toolkit for your device or the Universal Toolkit and install. Connect your tablet to your computer and start the toolkit and select your model and wait for the support files to download. Once into the toolkit, if your device is recognized,  follow the following steps:

Step 1  Select option 6 and install the custom recovery or the stock one. This will restore the start and recovery option to your bootloader.    Try start first, doubtful, but worth a try. Also you can now restore a nandroid backup, if you have one and you have loaded a custom recovery. If you are not successful go to step 2.

Step 2 Attempt to copy your data from your tablet to your computer, if the Nexus shows up in Windows File Explorer. Select option 2 and backup your tablet to your computer. Then select option 16 and load the factory image, remember you lose all apps and data, so be prepared to reload apps and data. If you happen to have a Titanium backup, make sure you save that to your pc as well, since it gives you a great restore option for apps and data. If you have reached this point you can now apply root to your tablet again and have full functionality.

The above steps are based on adb and fastboot commands that should run from the screen with the fallen Android with the red triangle, as matt had stated, so they should run from Wugfresh's toolkit as well.
