Bootlooping. 4 options in order of complication/data retainment. last 2 will wipe data. 1.Try safe mode to see if it is a third party app. 2. Goto recovery and wipe cache. 3. System reset from recovery. 4. Reload rom.

For slow charging, try a new cable and/or charger. It may only be charging at .5 amps. Since this is the new Nexus section, you can try a qi wireless charger if the usb Jack is damaged.

The Nexus 7 does not have a USB c connector, or the hardware to take advantage of the new protocols.
If it is draining to fast while in use, consider lowering the brightness, turning off location, Bluetooth, NFC if not used. If the discharge is while not in use, consider changing the sync of many apps that poll constantly for updates. Facebook, mail, messenger, etc. 5

Try searching for a forum or guide for the Ethernet device you have to see if there are user issues or solutions specific to that model?

I'm flying blind here, my next suspect would have been the cable on the adapter where it is attached to the plug, but with a new adapter the only other thing I can think of is to try a otg cable extension to the adapter. Or one like I linked to above that has otg baked in and specifically mentions compatibility with the Nexus 7. If you plan on rooting, you will need to unlock the bootloader first which will wipe user data, so a factory reset could be an intermediate test.

Found something interesting, if you drag down the top right notification area twice then long press the settings gear icon. It activates a system ui tuner in system just under developer settings. Tap that and then status bar (settings) there is a slider to turn on Ethernet notifications. The gear in the notification area also gets a little wrench beside it.

If it was me, I'd take the update. My camera quit working until an ota fixed it. To rule out a damaged USB or cable, plug into a PC and see if it is recognised. Or try a USB SD card adapter. Rooting is possible, but altering system files will make updates difficult.

Try turning off wifi, then rebooting with Ethernet attached. Es file explorer has a LAN section that will scan for a network. Fing seems wifi centric but might work. 10

Out of curiosity, have you tried Daisy chaining a cheap router with wifi access point to the Ethernet of the first router? Seems cumbersome to stay tethered.

I don't believe it's bricked.
Hold down power until the screen shuts off. Keep holding power but hold volume down as well until you get a boot menu. Release both. Using the volume buttons, scroll until you see recovery and press power to choose it. You should see the Android and " no command", this is where it's waiting for fastboot commands, the pre recovery splash screen. Press power and volume up momentarily, this gets you recovery. From here, I would wipe cache. If you see errors mounting or wiping cache you may have corrupt memory. At this point I had to send mine in for main board replacement.( because my boot sectors were also corrupt) If there are no errors try the wipe user data/factory reset again. If still bootlooping, try one of the toolkits. Windows 10 can be difficult to get the drivers installed, maybe someone else here can walk you thru it? Win 7 myself. 14

Can you get to recovery, wipe cache and factory reset from there? A factory reset does not wipe the OS, just user data imo.
My laptop has only one usb port that works with fastboot it may be on a different chip than the four others. 15

If it only happened after the update I would try a factory reset.
This thread seems to point to an internal connector issue. http://forum.xda-developers.com/showthread.php?t=3193541 Orientation rotation lock bug You could look for a rotate app. Do games that only work in landscape work?
