The Google Play version of Adobe flash is not compatible with JellyBean, Adobe announced that the updated Flash for ICS would be the last support for the Android OS. However as BFM said there is a modded version of Adobe flash available that can be sideloaded onto our N7's, it's easy to do and can be done without the need for root access. I use a 3rd party browser called xScope and upon installation and application launch you are prompted to download and sideload the modded version of the flash player. Easy as pie.
