Nexus 7 Apps / CAMERA APP NOT ON PHONE

First off I am a computer/camera idiot. Just started to use the camera and the app does not come up along with the others.

Nexus 7 Connect (MicroUSB, Wi-Fi, Bluetooth, NFC, Pogo Pin) / Foxfi

I am looking to tether the Nexus 7 32gb to an AT&T I phone using Foxfi when wireless is not available for using the Square for credit card processing. Does anyone here have experience doing this? I have read that AT&T can restrict you from using Foxfi and the only other way is to pay for their monthly tethering service.

My wife does art shows and uses the SQUARE to run her credit card purchases. I have heard that there is a way(when WIFI is not available) to use her AT&T I Phone(tether?)in conjunction with the Nexus. Would like to here if anyone is doing this and how well does it work for you. Also I have heard that there is an addition charge(of course) from AT&T for this function.
