New Nexus 7 Help (2nd Gen) / need voice chinese input on Note Pad

Need voice Chinese input on Note Pad, i can do this on the IPAD3 hope it can be done on the Nexus7 KitKat.

Or at least inputting Chinese in the Note Pad by drawing the charachter on the screen rather than the keyboard method.

I have a Nexus 7 running KitKat, will this accept Chinese speech and convert to the Chinese characters?
