Could this be an issue of locale?
Do we have any users in Great Britain that are seeing paid apps?

I don't know for sure, but in my business (ePub of games) we are capable of excluding games from specific locales.

I'm in the UK and never had a problem purchasing apps from GOOGLE PLAY.

Neither has my wife.

Might be a long shot but has there ever been any issues related to the Channel Islands? Although wouldn't make much sense considering my old Android phone was bought and used here (and the play store worked).

I searched a bit and Maestro cards are no longer accepted by google. You can try using the card numbers as a Mastercard, or get your bank to issue a Visa or Mastercard debit. If that isn't it then...

My card is a Visa Debit :/

#4319215 is my issue "only seeing free apps in the Play store" but it says as of August 2012 there's no fix. Seriously?

Tunnelbear is a vpn proxy service. There's a link to it in one of the threads of trying to get english google play in another country. Basically, you connect through your wifi to a server in us or uk, and that server becomes your location to google. If you know a business owner in the uk with a private network, you might be able to do the same thing. Vpn= virtual private network. Some people use vpns to work at home. The credit card billing address may have something to do with it, there are location unlocked cards available.

Contact google support. Maybe we're missing something... like 2 step verification or a mistyped address.

So google does not recognize the location of your internet provider. Contact the ip so they can resolve it with google, or they could tunnel all their traffic to a server on the mainland.
