Nexus7/Google location error -- by almost 9000 miles

OK.  I've had a nexus 7 since August and never had this problem.  For some reason the location service (using GPS?) is putting my location in Yangpu, Shanghai, China instead of New Mexico, USA -- a difference of nearly 9000 miles.  Why would it be doing this?  I've tried to sort out location settings on the Nexus 7, but nothing is effective, unless I turn all location services off (and just tell it where I am). Sometimes I realizes I am in New Mexico, sometimes it says I'm in Shanghai.  What could be telling it that I am in Shanghai? What is going on?  Hoe can I fix this?  Any thoughts or ideas?

Without much information to go on, my first suspension would be a weather app.

Welcome. A vpn, virtual private network, can be used to give your location as that of the server you are tunneling into. Doubt that's it.

Leaving both gps and location services on may resolve it. Found a thread on xda.

Turning on gps and google maps should update location services.
