Mark Skippen has already promised support for Android 4.3 on the Nexus 7 2013 and 2012 in his Google Nexus 7 Toolkit. You can read more Here. Pro version users who support the project should have the updated version of the toolkit before the N7 2013 is available on 30Jul2013 and the free version will be available following that. Also WugFresh is working on v1.6.5 which will support 4.3 on the N7 2013 and 2012, you can follow the progress here
