Despite the drama earlier this week that made it seem that we...and custom ROM developers might never get their hands on the Factory OS Images for the New Nexus7, it seems the alarm was premature.  It seem that in fact they've been released and you can find the Factory Images Here and the Binaries here.  Now the 2nd generation model of the Nexus 7 is referred to as the 'razor' whereas the 1st generation was known as 'nakasi'.  Factory images can be used to flash your tablet back to stock if necessary so some hackers and advanced hobbyists that like to play with rooted devices and custom ROMs like to have them around 'just in case'.  For the typical user of course this is all meaningless.  But it's nice to know that ROM developers can get their hands on them which should make things easier.

Already downloaded the factory image even though I don't have my Nexus 7 2013...

Those 4.3 factory images have been available for a couple of weeks already.  I downloaded the 4.3 factory image 7/27/2013, and upgraded my N7 to 4.3 that day.

Those 4.3 factory images have been available for a couple of weeks already.  I downloaded the 4.3 factory image 7/27/2013, and upgraded my N7 to 4.3 that day.

"Stock images" have been available, and I used those to dirty flash my Nexus 7 2012 and as I understand it, they are obtained from a back-up file. Whereas "factory images" and binaries come from the manufacturer. For my purposes the stock images work fine, but the  factory images are important to AOSP, from what I have read, but the true difference is above my level.

I believe the factory images and binaries contain the stock bootloader and are needed for rom development. The earlier images were probably from a nandroid backup of a virgin n7(2013) using cwm or twrp.

Also, it is the latest android 4.3 build, no need for the two ota updates.
