Assuming I cannot get my tomtom to work with 4.4, how do I downgrade back to 4.3?

Your easiest route would be to use Mark Skippen's or WugFresh's toolkits and restore the factory rom for 4.3, assuming that you are not rooted and that you do not have a nandroid backup. Be sure to copy your data to an external storage area, as you will reset to factory state. After the restore you will need to install all of your apps and data.
