Email attachment download problems

My first post of the forum so please bear with me if I don't quite get things right.  A couple of weeks ago my Nexus 7 appears to have developed a problem downloading photo attachments in emails.  Previously they were saved into the Download folder which can be accessed through the Gallery.

However, now when I try to save an attachment I get a message to say it's been saved but it appears to disappear and is not saved to Downloads.  I have Astro file manager installed but searching that doesn't show where the photos are nor can I find anything in Settings which determines where attachments are saved.

The problem seemed to coincide with a system upgrade to v4.4  and I figured a later upgrade may solve the problem.  However, today it upgraded to to 4.4.2 and the problem is still there.

Any suggestions?  Thanks.
