How do I know if the battery is fully charged?

The short answer is get a battery widget.  The long answer is go to Settings, then Battery to display your % of battery charge remaining, and battery health and usage.

Press the shopping bag in the lower right corner of home screen
Takes you to playstore
Press the search monocle (middle symbol) in upper right corner
Type in "battery widget" in upper left menu
Select a widget
Install and enjoy!

I did what you suggested, but I guess it is impossible to do what I wanted -- with the N7 turned off and attached to the charging cable, I assumed there must be some way to see whether it was finished charging.

If all you want to do is see if your N7 is fully charged just look at the upper right corner.

There is a battery icon that "fills up" as your battery charges.  It is in between your clock and your wifi symbol.

You can also go to "settings" then "battery" to see an actual percentage without a widget.

When turned off, there is a battery symbol in the middle of screen.  Just click your "on" button quickly and you will see the icon.

Oh, I didn't realize that after you install a widget, it does nothing.  The N7 guide doesn't say what a widget is -- it is a word with no meaning to me.  The guide says how to put a widget on your home page, but after installation I thought that the battery widget *was* on my home page.  Sigh, ir did nothing.  Now I got it working -- only took three days.

  With my phone, when it is turned off and is charging, I can touch the screen and see if it is finished charging, so I thought the N7 might have something similar.  But I guess it doesn't

Were you able to see the battery percentage when you clicked the on/off button on the side?

Just tap it quickly (not enough to turn it on) and it will show a battery icon and then show a second battery icon with the percentage that is charged.

I have tried to charge my battery for around 3-4 hours at a stretch and it seems like the battery has fully charged (settings/battery etc.). However the battery life seems to be hardly what its supposed to be.

Any idea what to do?

3-4 hours is pretty standard for charging.  What you're doing once it's charged makes a difference.

Full-time web browsing is going to give you less time than listening to music with the display off.  The time they give for usage is an average of everything you can do (leaning towards the max. time).

I turned off automatic screen brightness and decreased the brightness.  I also turned off GPS and NFC until I need them.  If I am just reading a book, I turn off WiFi.

I have gone 8 hours straight without getting near a need to recharge.

That is good battery life.  Knowing the "battery hogs" is the secret.
