I own a Xoom and a Nexus 7 and the Xoom has been relegated to its dock in the kitchen.  I  take my Nexus almost everywhere.

I have had the problem both un-rooted and rooted. I don't think that has anything to do with it.  I saw another post on Google Currents (which has horrible lag and battery sucking qualities with background sync turned on).  I disabled it (something you can do whether rooted or not) and I saw an immediate improvement in Youtube performance.  I don['t know why, just following others leads here.

1) Yes, your WiFi data can be saved to your Google account. 

2) Obviously your google play purchases are stored, as are your free installed apps.  Apps which support it will save their settings (Not too many do, but Locale is one app that I use that migrates its settings between devices automagically).

Quick note:  If you have SuperSU, you don't need Voodoo root keeper for this upgrade.  In SuperSU settings, check the Survival Mode box.  After loading the patch, re-open SuperSU, go to settings and uncheck "Enable SuperSU" and then re-check it.  Some apps will need to re-request Superuser access (Seeder for one).  Others just work.

Yes, it is not very intuitive.  Locale is easier, but doesn't do quite as much.  However, putting a little time into it, and asking questions at the Tasker forum https://groups.google.com/forum/?fromgroups#!forum/tasker it can be mastered.

I use Locale on my phone (similar functions, somewhat easier interface, share a lot of the same plugins).  Had I started with Tasker, I would probably use it instead.  I find it very useful on my phone, but haven't seen enough functionality to bother putting it on my tablet.  Phone does things like change volume profile depending on my location and time of day, makes sure Bluetooth is turned on when I am in the car, sets which phones Google Voice rings depending on where I am and whether or not I have a BT headset connected, etc...  None of which are of much use to me on the tablet.

I actually have a Tasker license and I keep thinking of switching because it does a lot more built in that Locale needs plugins for and that drives the overall cost up a lot, but I haven't been able to get past the more difficult UI compared to how easy Locale is to use to take the time to learn it yet.

I have found that a lot of apps that use the rear facing camera (and a lot of banking apps do now for depositing checks by photographing them) will say they are not compatible with the Nexus 7.

Sideloading does usually work if you can get the APK.  If you have an Android phone that is compatible, download with it, then use Astro to back up the app (under the tools menu of Astro).  No need to be rooted for that.  Then copy the APK to your Nexus 7 from backup directory that Astro makes and follow the sideloading instructions in the first reply above.
